OTTAWA -- The Harper government is being accused of a machiavellian plot to wreak parliamentary havoc after a secret Tory handbook on obstructing and manipulating Commons committees was leaked to the press.
Opposition parties pounced on news reports Friday about the 200-page handbook as proof that the Conservatives are to blame for the toxic atmosphere that has paralyzed Parliament this week.
"The government's deliberate plan is to cause a dysfunctional, chaotic Parliament,'' Liberal House Leader Ralph Goodale told the House of Commons.

Harper hints at triggering election
Prime Minister Stephen Harper hinted strongly Thursday that he may do something to trigger an election because Parliament is not functioning anymore.
In other news, PM Harper viciously murdered his parents, then threw himself on the mercy of the court, claiming he was an orphan.
Yeah, it really is that retarded.

Is it just me, or is there a certain irony in the notion of Harper declaring that "Parliament is not functioning anymore" in the same week that his Party instructs its minions to deliberately subvert the working of a Parliamentary Committee?
It's not just you, Balby.
