Let's all read carefully:
56.1 (1) Nothing in this section affects the powers of the Governor General, including the power to dissolve Parliament at the Governor General’s discretion.
Discretion:
–noun
1. the power or right to decide or act according to one's own judgment; freedom of judgment or choice: It is entirely within my discretion whether I will go or stay.
Yo, Harper: "Madame Governor General, I would like to call an election."
Madame Governor General: "No. Now piss off, you pompous little git."
HEH. Indeed.

Oh please .... as if some petty little law -- one he enacted, btw -- is going to stop Big Daddy from getting what he wants when he wants it.
That Liberal blog you linked to has all the excitement of a horse-race play-by-play. As well as the same level of political introspection.
Yes, Harper might be afraid of losing and the Liberals are now confident of winning; so? Will the homeless find shelter? Will corporate taxes go up? Will we get out of Afghanistan? Will we stop torturing people?
Both these parties espouse the exact same positions on these important issues.
Both have been tried and found wanting.
