I don't know. He may have a point. Maybe people who are naive, rely too much on their emotions, and less on reason shouldn't be allowed to vote. Seems like a weird flex though, given that it comes from a conservative type, and relying on naive and unreasonable people is the only way the likes of Pierre Poilievre - and quite frankly most any CPC members - ever gets elected. But hey, if that's what they want...
It has been my experience that conservatives have a well deserved reputation for being naive, ignorant and relying too much on emotions & popularity and way less on reason.
