However, let's think this through ... by preventing truckers from getting back to their rigs, you risk rendering a truck unmovable, even further clusterfucking the situation. So what to do?

Easy.

Said truckers will be barred from returning to the Hill, and if they ever want to see their rig again, they must identify their ride and turn over the keys to the cops, who promise that they will see it safely to a secure impound lot, where it will cost $5,000 to get it back.

Problem solved.
