I don't see a problem here. Do YOU see a problem here?
Work with me on this, OK? First, we have the U.S. Congress suspending, well, basic rights -- you know, stuff involving torture and possible "extraordinary rendition" to countries whose record on human rights makes this guy look like a freakin' saint. So far, so good?
Next, we learn that FBI agents are almost certainly operating inside Canada without official government approval (not that the Tories seem to care, anyway). What to do? I would think the response is obvious.
If those FBI agents are inside Canada illegally, we arrest them. Why are they here? A little waterboarding might loosen them up a bit. And if they're really obstinate, well, we ship them somewhere that's not going to be quite as polite.
I'm thinking North Korea. I'm betting those folks would be more than happy to help out.

And exactly who do you think was intercepting domestic American telephone calls before Our Beloved Leader decided they weren't getting it right and he had to do it himself? And who do you think provides a similiar service for Canada? (No, Canadians don't spy on Canadians.) (Except for the horsemen.)
