The current talking point regarding the Bush/Libby leak is that Libby passed on only information that had been officially declassified. Apparently, not so.
According to the White House, when the President authorized Scooter Libby to leak the classified National Intelligence Estimate (NIE) to reporters – sometime before July 8, 2003 — it was declassified. But on July 18, 2003, Scott McClellan was asked when the NIE was declassified. McClellan said, “It was officially declassified today.”
Man, it has to be tough keeping all those lies straight.

I do believe, even if the President releases information, it still has to be recorded at the declassification registry in the organization from which it originated. Betcha they don't have a Decl:OADR stamp on that document yet.
If you seriously need proof that the White House is lying about all of this, just look how desperately White House Press Weasel Scott McClellan tries to avoid answering even the simplest and most unambiguous questions.
These are not the actions of an honest man.
