I think Americans would compare our PM to Nixon. Steve was in full control, even though with a minority. The opposition was in no mood for major confrontation and they were conned by the "kinder gentler conciliatory" Steve. Despite being in control, just as Nixon was, Steve went for the dirty tricks and enemies list, out of spite.
Since he can't win on policy, Steve decided to try and crush the opposition financially by removing their main source of funding without restoring the earlier sources they voluntarily gave up.
Remember in the old Star Treks when the Ferengi tried to kill Captain Pickard? The Ferengi was locked up for pursuing personal revenge instead of profit. So I think the CPC will remove Steve pretty quickly.
