What he says is, "That's how I beat him." If I recall correctly (and I might not be), there had been an earlier conversation as to how Bartlet had beat his last presidential opponent. I think the point being made is that he did it by levelling a savage verbal smackdown.
I watched that episode yesterday and the point of the scene is that talk show hostess did not secure her PhD in theology, medicine or psychology yet pontificates on these topics. She also exploits selected quotes from the Bible to bolster her ersatz expertise - and that is how Bartlett demonstrates her morally depraved use of text and scripture to advance her agenda and career.
By the way, CC, the opponent in question was a candidate for school district councillor in New Hampshire, very early on in Bartlett's political career.
Romantic Heretic, I don't watch TV, either. I got to watch the entire seven seasons of West Wing on DVD borrowed through the public library. It's probably available wherever you live.
And yes, it is brilliant. On my list of things to buy...
