If the 'New Conservatives' actually did something it would require them to make changes they aren't willing to do.

First, they'd have to act against their ideology. Osama bin Laden is more likely to convert to Christianity than this happen.

Second, they'd have to take responsibility for what they do. Ideologues of all stripes will gargle nitric acid before they take responsibility.

By doing nothing they won't betray their ideology. And they can get everybody else to shoulder the blame.

It's the way people like them think.
