He's trying to be edgy, yet fails completely.

Poor Matt. His only redeeming quality seems to be excelling at incoherence. Which is perfect for his audience.

So basically, his point here is that the only legitimate reason to want a robust, violent police presence is insurrection by quasi-fascists. Sure, I can work with that.
