Say ... when does that "sovereignty" thing kick in, exactly?

A hidden gem from a recent Scott McClellan WH gaggle:

Well, it's up to the Iraqi people to choose who their leaders are. And Iraq is a sovereign government, and they are a friend of America, and we work very closely with them to help address the needs and advance democracy for the Iraqi people.

Ignoring the obvious semantic idiocy of calling the nation of Iraq a sovereign government, it certainly sounds like Scottie has just granted Iraq full sovereignty, doesn't it?

So when can they start taking charge and kicking out the foreign invaders? Or is this a definition of "sovereignty" with which I am not familiar?

Ancient Rome used to use the term "Friend and Ally of the People of Rome"

This later mutated into the term "vassal state" or "province".

Iraq is quite sovereign - as long as the government happens to be compliant with US demands...
