I think he actually was trying to be funny there; if you keep reading he talks about trying to get the Jon Stewart comedy bump for this. But he turned out to be funny in a whole different way than he intended.
Like many really crazy wingnuts, his schtick starts to verge on Kaufmannesque performance art. If he is a secret liberal, he's keeping it a pretty good secret.
