Uh oh ... someone didn't see that coming:

    Look, it's refreshing just seeing someone from the executive branch actually admitting that a plan -- any plan -- is a good and necessary thing. I think we can count this as progress.

    Like when a two-year-old learns not to pee his pants. That's progress too.
