Apparently Hussein had agreed to whatever it was the U.S. was demanding at that time - pullout from Kuwait and other stuff I imagine - and Iraq had agreed through a diplomat, and Bush (daddy) ignored him and started the war anyway, because, well, that's what he really wanted to do. Does anyone have a source for this?
