One gets the feeling that they are trying to "fix" the bidding system and reward friends.

Then-Public Works Minister Michael Fortier was in charge of the process. That goes a long way towards explaining why it flopped.

A winner was picked, but conditional on whether the top bidder could be persuaded to drop some undisclosed amendments. The winner's identity is removed from the released material, but is widely believed to have been Calgary...

Drink in the transparency.

I wonder what made two of the bids "non-compliant?" I bet a whole slew of conflict of interest issues.
