I'm sorry, say what? The government will match all donations? When exactly did I give permission for that? Wasn't it Canada's wingnuts who were constantly grousing about their tax dollars being used for stuff they didn't believe in?
If those folks want to throw out a "challenge," more power to them. But why should they dip into my pocket for it? If Canada's wanks are so keen on transforming Afghanistan, let them pay for it.

This is not a recent "accomplishment". The Canadian International Development Agency has been doing this since the 1970s.
For example, a multi-partner program in South Africa might involve the international division of the Canadian Nurses' Association, working in cooperation with a similar professional nurses' organization in that country and local agencies to develop public health programs for children orphaned by or living with HIV/AIDS. CIDA will match a portion of the funds raised to support such programs.
Actually, I'm surprised that the rightwing religious zealots in the CPC haven't attacked this decades-old policy, in the same manner that fundamentalist Catholics are attempting to destroy Development and Peace.

I'm not finding anything mentioning this particular four way partnership on the CIDA site. There is a Microfinance Investment Support Facility herebut it is only referred to as a multi-donor thingy. Doesn't mention Care, The Mennonite Economic Development Associates , Rotary International or World University Service of Canada. They built a bank, a loan office. Definitely a holdover from the more "peacekeeping" days of the mission, if that was ever true.
I think the partnerships should be disclosed on the guv website.

Yeah, so just reading and thinking about it - the current phase of the project is 2003 -2011 and as such it predates Harper even though the PR seems up to the minute, May 14 of this year...Oda announcing.

CIDA was conceived and implemented by the Liberals in 1968. This project became operational in 2003 under Liberals.
