This is a smart play by Obama. It will be popular among rank-and-file Dems and will force Hillary to counter with some Kerry-esque partial, no-deadline withdrawal nonsense. It should also play well in a general election as Iraq will still be a mess and McCain or any other Republican will have to eat it. That is, unless one believes the situation will be better by then, which nobody does.It also happens to be the right thing to do. Iraq will experience a civil war for the next few years. Just because America started it, and is responsible for the results, does not mean they have any power to stop it. The best thing to do would be to withdraw and pay Iraq billions in reparations while trying to encourage the UN and others to facilitate peace talks. This will probably never happen however, so it's nice to know Obama plans on pulling the plug on this war at its five-year anniversary.
