There's reality, and then there's Donald Rumsfeld.

La Donald, just a few short months ago (emphasis added):

Indeed, the most important reason for our involvement in Iraq -- despite the costs -- and they're considerable -- is often overlooked. It is not only about building democracy, although democracies tend to be peaceful and prosperous and are in and of themselves good things to be sure. And it's not only about reopening Iraqi schools, hospitals or rebuilding infrastructure, though they are proceeding apace and these things are desirable and ultimately essential to stability in that country.

Then there's that pesky reality again:

U.S. Pays for 150 Iraqi Clinics, and Manages to Build 20

A $243 million program led by the United States Army Corps of Engineers to build 150 health care clinics in Iraq has in some cases produced little more than empty shells of crumbling concrete and shattered bricks cemented together into uneven walls, two reports by a federal oversight office have found.

Oh, man. That so explains New Orleans, doesn't it?
